Patrick V. Reinhart has been working in the area of public policy development for more than 18 years. During that time he has held a variety of positions representing real estate development, telecommunication and energy company interests before the Texas Legislature, the Executive branch, regulatory agencies, with industry trade associations, and stakeholder groups.
Currently, Patrick is Assistant Vice President, Texas External Affairs for El Paso Electric Company, where he is responsible for directing all aspects of government relations functions and supporting its regulatory and environmental departments. He has been with El Paso Electric since 2010 and has held various positions. Prior to joining El Paso Electric, he worked in the area of public policy for over 15 years at an Austin law firm, serving as the Chief of Staff to two State Representatives, and a Fortune 100 telecommunications company.
Patrick holds a J.D. from the University of Texas School of Law, a Masters in Public Administration from St. Mary’s University, and a Bachelor of Arts degree in Public Justice and Political Science (double major) from St. Mary’s University. Mr. Reinhart is a Board member of the Association of Electric Companies of Texas, serving as the Regulated Market Sector Council Chair from 2012 – 2014. Since 2014 he has served on the New Mexico State University Center for Public Utilities, Advisory Committee.
He is a native of El Paso, Texas. He is active in numerous community and civic organizations, including: Rotary International Capitol of Texas Rotary Club (serving as its President 2014-15), serving in various leadership positions in The Boy Scouts of America, Troop 399, is a member of the Westlake High School Choir Executive Committee, Treasurer-elect. He has served on the Board of St. Austin’s Catholic School and is an active member of St. Catherine’s Catholic Church Knights of Columbus Council #8156, where he also served in various executive positions. He is a graduate of the Leadership Austin 2000 class and an alumnus of Texas Lyceum.
He is an avid reader, history buff, enjoys spending his free time in the outdoors, and has completed two ½ marathons. He is married to Ruth Rodriguez Reinhart. They have a son John (16 years old) and a daughter Sydney (12 years old).
